PM Kusum Yojana

• CFA is currently offered for pump capacities up to 15 HP (raised from 7.5 HP) for individual farmers residing in northeastern states, hilly states/UTs and island UTs. Furthermore, every farmer participating in cluster/community irrigation initiatives in regions with high water tables, spanning across states/UTs, qualifies for CFA.
• Discussions have been held with banks/FIs to ensure low-cost financing options for farmers.
• State-level tenders are permitted for standalone solar pump procurement.
• The implementation timeline has been extended to 24 months from the initial sanction date.
• The requirement for performance bank guarantees has been relaxed under Component-A and Component-C.
• Tender conditions have been revised to broaden the installer base for quicker scheme implementation.
• Solarisation of pumps under Components B and C is now included in the Agriculture Infrastructure Fund (AIF) to provide financed loans to farmers.
• The scheme is now part of the Reserve Bank of India's (RBI) Priority Sector Lending (PSL) Guidelines, making it easier for people to get loans.
• Specifications and testing procedures for solar pumps have been continually revised to confirm installation quality.
• Web portals have been developed at the central and state levels for scheme monitoring.
• Publicity and awareness efforts, including through CPSUs, are being undertaken.
• A toll-free number has been provided for easy access to scheme information.
• Progress is regularly monitored, and clarifications and amendments to the scheme guidelines are issued based on implementation lessons.
• Extension is granted for projects sanctioned under the scheme based on achieved progress and milestones.
• Scheme guidelines were simplified on July 12, 2023, to streamline the land aggregation process in Component-C.
• Benchmark costs were issued under Component-B in September 2023.
• The mandatory state share provision was removed from the scheme through an OM dated November 20, 2023.
• The waiver of DCR content in Component-C was prolonged until March 31, 2024, according to an OM issued on September 11, 2023.
• The Department of Expenditure (DoE) raised the target from 35 lakh to 49 lakh for Composite B and C after issuing an OM on September 6, 2023.

Recent developments

• On March 24, 2026, the Government stated that the PM-KUSUM scheme has benefitted over 21.77 lakh farmers across the country through the promotion of solar-powered agricultural infrastructure and clean energy solutions.
• On March 10, 2026, the Government highlighted the growing role of renewable energy in strengthening India’s rural economy and improving farmers’ incomes through the PM-KUSUM scheme and agri-renewable energy initiatives. The Government stated that decentralised renewable energy across farms, rooftops, and rural enterprises will play a key role in achieving India’s target of 500 GW non-fossil fuel energy capacity.
• India is collaborating with the International Solar Alliance (ISA) to extend its PM-KUSUM solar pump scheme to Africa and island nations, aiming to enhance agricultural irrigation and energy access in these regions.
• Under the Union Budget 2026-27, the Government allocated Rs. 5,000 crore (US$ 555.56 million) for the Kisan Urja Suraksha evam Utthaan Mahabhiyan (KUSUM) scheme, maintaining the enhanced allocation level from the revised estimates of FY26.
• As of April 30, 2026, under the PM-KUSUM scheme, 1,202.28 MW capacity had been installed under Component-A against the sanctioned capacity of 10,000 MW. Under Component-B, 10,90,815 standalone solar pumps had been installed against the sanctioned target of 13,07,190 pumps.
• Further, under Component-C, 15,183 individual pump sets (IPS) had been solarised against 55,392 sanctioned pump sets, while 15,71,826 feeder-level solarisation (FLS) installations had been completed against the sanctioned target of 35,36,602. The progress reflects the government’s continued push towards solar-powered irrigation and clean energy adoption in the agriculture sector.
• On February 15, 2024, Gautam Solar announced the delivery of 60 megawatts (MW) of high-efficiency solar panels for the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Yojana, while also revealing plans to expand its manufacturing capacity to 5 gigawatts (GW) with a new fully automated robotic facility in Bhiwani, Haryana, emphasizing the importance of developing a domestic supply chain for renewable energy to meet the growing energy demands in India.
• On February 21, 2024, The Karnataka budget for the upcoming fiscal year announced the installation of 40,000 off-grid solar pump sets under the PM-KUSUM Component-B scheme, supported by increased subsidies from both the Central and State Governments, aimed at enhancing farmers' self-sufficiency and promoting sustainable energy usage, alongside initiatives like the Gruha Jyothi Guarantee Scheme for free electricity to domestic consumers, plans to expand power generation capacity from 32,000 MW to 60,000 MW, and commitments to renewable energy, including the establishment of a pilot Green Hydrogen plant and proposals for Micro Grid Solar units in backward villages.
• As of June 30, over 4.11 lakh farmers have benefited from the PM-KUSUM scheme, which supports the establishment of solar power plants and irrigation pumps on their land, as reported by Minister of State for New & Renewable Energy, Mr. Yesso Naik.
